What two inexpensive materials will cause the most friction when they pass over each other ?

I'm looking at a cheap way to reduce vibration by converting it into heat. Rubber works fairly well alone but is too springy and causes some undesirable oscillation.

    Fill its with fine sand, then pack it well and seal it.
