Is the term, "Suicide Victim" an oxymoron?
if a person chooses to kills himself how is he a victim?

A victim is defined as "a person harmed, injured, or killed as a result of a crime, accident, or other event or action". A suicide victim is a specific example of a victim, so no.

Aside from being a victim of his own suffering and bad choices, he also victimizes those people who love him. Suicides have a terrible effect on survivors - the risk of suicide in surviving family members is much higher.

Very good point, though suiciders often lack problem solving skills and impulse control, and often underlying mental health issues, where they could be considered victims of those deficits.

Yes it is. It's based on the religious idea that all suicides are sinful and an affront to God. So religious people have no problem with this concept but that shouldn't dominate the language usage. It should be changed. Sometimes suicide is a mistake but sometimes not. And some countries in the world recognize this and allow for a dignified end of life by choice.
