Who in Trump's Administration dropped the ball in testing Americans for coronavirus?

It must have been President Obama's fault. Even though he hasn't been president for over 3 years, Trump keeps referring to the Obama administration as being responsible for the Trump administration's slow response to the Covid-19 threat.
Peter Navarro, Trump's economic adviser, circulated a memo, in January and another in February, warning of massive American deaths and trillions of dollars in costs due to the coronavirus threat.
Trump claimed he never saw it. Other White House officials claimed it was "alarmist."
Joe Biden wrote an op-ed, in January, warning that Trump had left the country unprepared to handle the coronavirus outbreak and proposing steps to counter it.
I guess Trump didn't see that either.
Probably the director of the NSC global health security unit that included the pandemic response team would have been responsible, except that Trump had fired him over a year before the coronavirus outbreak.
We still don't have sufficient testing in the US. It's probably still Obama's fault, according to Trump.

No one. Fact is this mutation of the virus is new and no test was developed before hand because NO ONE knew a new mutation had occurred until after China and the WHO had finished lying to the world. A tes was developed tested and approved however the "Test" is not a perfect long tested test and manufacture takes time.

It was systemic. Trump and his GOP minions hate government and they are there to insure its failure. They've succeeded beyond their fondest hope, but knowing they are in for some wrath, they have dismantled the inspector general corp so there is no one inside to call them on their BS.
