If a woman drove 3 hours to surprise boyfriend on his birthday, and he paid for hotel, is it tacky to ask him for gas money to get back home?
Keep in mind she sprung this question on him when she was ready to head back, and she didn’t offer to pay for the hotel. Her outlook on the surprise visit was that his birthday gift was: “her,” thus also not offering to pay for dinner when he ordered takeout for them to eat at hotel.

She elected to drive to the location so "she" should have made arrangements to have the gas to return.

Tacky. No one told you to date someone three hours away from you if you don’t want to put in the effort and requirements a three hour drive has. Think rationally before you do

She drove there without planning the money to drive home?
The splitting of expenses in a modern relationship is shared overall, and affordability can be factored in by a joint understanding.
I would not use the word "tacky". Lack of planning, an unaffordable choice of present, and what is the money situation of each.
In the USA, looking at $40 in gasoline with the 6 hours drive and if that's the limit of her side, he could choose to pick up the rest of expenses.
May be different in other places.
